Tolley Harvest My guess is it could be codeine related. It used to be the basis of over-the-counter anti-diarrhoeal medications until the mid 1980's before loperamide became generally available over-the-counter. It might still be knocked out cheap in discount stores.
Tolley Travis_Bickle It is, but has a very low level of psychoactive activity. Given the expense and trouble of buying the stuff, I doubt it would be worth using it as a cutting agent. I doubt heroin addicts would appreciate something else added to make them even more constipated.
