EEPW there are certain conditions that apply to the loans:

That rule applies only to foreign loans, not domestic moves like Harrison’s. But in the circumstances subsequent exits might have to be to English clubs or on a permanent basis.

MDF under FIFA rules, yes. Not sure if there is a corresponding Football League rule that limits the number of domestic loans.
