Interesting... and also typically Guardian... You have to dig down past the headline almost to the last paragraph to discover that it's not about vaccines after all. The government aren't rejecting foreign vaccines. They are rejecting foreign vaccine passports. It's about the validity of the paperwork. A small but quite salient piece of information.
Many countries are only issuing a piece of card with biro and an ink stamp at most for a "passport". Do you just accept it?
Don't get me wrong, racist it most certainly is, but in the sense that we've not invested in these countries infrastructures and let them trade themselves out of poverty over the last 50 years.
