If you haven’t got the players to play a formation effectively, don’t play the formation. Round pegs for round holes.
Domestically, Bellingham plays behind the front 2 in a 4-3-1-2. Rice plays the left hand side of a 3 in a 4-3-3. Cole plays centrally in a 3 in a 4-2-3-1. TAA is an attacking right back. Saka plays wide right of the top 3 in a 4-3-3. Foden plays left hand side of a 3 in a 4-2-3-1, but drifts centrally. Gordon plays left side of a front 3 in a 4-3-3. Gallagher plays left hand side of the 2 in a 4-2-3-1. Mainoo plays left hand side of the midfield 2 in a 4-2-2-2. Wharton plays right side of a DCM for Palace.
So, if England do play a 4-2-3-1, sense would suggest that the 2 are a perm from Gallagher, Wharton & Mainoo, or you play 4-3-3, and have a middle 3 of Rice, Gallagher/Mainoo & TAA. You might even be brave and play Jude B instead of Kane in a false 9 with Saka & Gordon either side further forward, similar to his role at RM.
Same goes for positions; don’t squeeze right footed players into left footed positions. As daft as it sounds, I’d rather have Lewis Hall or Doughty from Luton at LB or even the lad from Ipswich than Trippier.
