Those that can do the job, will forever remain doing the job.
Those that can't do the job, are promoted out of danger to be managers.
And the terminally useless - work in HR.
And on another point, the department used to be called "Personnel". Human resources? Which management guru thought it was a good idea to downgrade staff from humans, to a device no more useful than a machine?
